Sarawak Hidro Sdn Bhd could be facing legal action by Sarawak Energy Berhad (SEB) following the frequent electricity cuts, including the June 27 statewide blackout.
Public Utilities Minister Datuk Amar Awang Tengah Ali Hassan said it was one of the options being considered seeing that it is provided for under SEB's power purchase agreement with Sarawak Hidro, reported Borneo Post.
?Based on the agreement, we can take legal action,? he was quoted as saying after he was asked to comment on the preliminary findings of the June 27 blackout.
SEB is a Sarawak government-owned energy company, while Sarawak Hidro is a wholly-owned subsidiary under the federal government. It owns, operates and manages the Bakun Hydroelectric Dam project.
Amar Awang said that initial investigations by the SEB, Sarawak Hidro and officers from the Electrical Inspectorate Unit from the ministry showed that the blackout had originated from Bakun.
The power cut, which saw Sarawak plunge into darkness for several hours, had affected public confidence in SEB and caused trepidation among the business community, he admitted.
The daily reported that the blackout had happened after Bakun's three generating units experienced a "sudden and uncontrolled" drop in load of about 650MW while the SEB system operated with adequate generating capacity reserves of 577MW to cater for the loss of two of Bakun?s largest generating units without a system collapse. It was unable to support three massive and simultaneous tripping of Bakun generating units.
Amar Awang added that an international consultant has been appointed to oversee an independent study, which is expected to be completed by the end of next month.
?This independent study will identify the underlying factors contributing to the recent blackout incident and the measures to mitigate a recurrence.? he said. - July 27, 2013.
